2 cup (12 ounces) semi-sweet chocolate chips, divided
1/2 cup (1 stick) butter
2 teaspoon baking powder
1/4 teaspoon baking soda
1 cup chopped walnuts, if desired
1 (14-ounce) can Eagle Brand® Sweetened Condensed Milk, divided
3 large eggs, beaten
2 tablespoon milk
Mint chocolate wafers, shaved
3/4 teaspoon mint extract
1 1/4 cup all purpose flour
HEAT oven to 350ºF. Set aside 1/2 cup of sweetened condensed milk and 1 cup of the chocolate chips.
MELT remaining chips with remaining sweetened condensed milk for batter, in small saucepan. Remove from heat and set aside to cool slightly.
BEAT butter in large bowl 30 seconds with mixer. Beat in chocolate mixture and eggs. Beat in flour, baking powder and soda. Stir in walnuts, if desired. Spread in greased 13x9-inch baking pan. Bake 15 minutes.
MELT reserved chips with sweetened condensed milk and milk in small saucepan. Remove from heat; stir in mint extract. Carefully spread over partially-baked mixture. Bake 15 minutes. Cool. Garnish with shaved mint-chocolate wafers, if desired. Cut into bars. Store covered at room temperature.
